The Government came to the conclusion that it was no longer possible to rely on the proceeds of taxation and voluntary savings alone and that introduction of some element of compulsory savings was unavoidable. The Bill before the house is a comprehensive measure and seeks to cover all the major sections of the community who can be expected to have some margin for savings, however small that might be. It cannot be denied that compulsory savings would impose some hardship, particularly on the lower income groups. No one would have been happier than ourselves if we had the means of eliminating these groups from the scope of compulsory savings, but in our country, by far the major porition of the population is poor and unless the poorer sections are also made to save, we cannot hope to build the country's future prosperity. Executive, As public representatives, it is your responsibility to ensure that the policies of the government remain responsive to 2006 the genuine demands and aspirations of the people. An effective legislator will utilize every opportunity to give voice to the people by raising their grievances. It is here that in-depth knowledge of various rules, practices and procedures of the House, parliamentary conventions, procedural devices including the Question Hour and Motions, will hold you in good stead. Relationship with the constituents is  sacred one, but sometimes local interest may be at variance with the larger national interest. A legislator who is proactively involved in the affairs of the nation 1887 and the society, is in a better position to serve the public. It must be remembered that legislative enactments have to provide a durable framework for our society to blossom. Therefore you must generate awareness and transform mindsets. You must ensure that narrow, local interests, to the extent they conflict with the larger social goals, are reconsidered and reshaped. These plantations include tea, coffee, rubber, and as we know, tea alone is one of the major foreign exchange earners of our country. But, Sir, it is indeed most regrettable that not withstanding a lapse of 62 years since our independence, these workers who earn Crores and Crores of rupees by way of foreign exchange have to live in most miserable conditions.
